Survey and Land Sector
The Dzongkhag Survey and Land Sector provides digital land governance services in accordance with the Land Act of Bhutan 2007 and the directives of the National Land Commission Secretariat (NLCS) .
Citizens can access secure online services, including land transactions, plot management, cadastral surveys, and land record management through the NLCS digital portal, ensuring efficient, transparent, and reliable land administration.
Digital Services via eSakor Portal
The eSakor Portal serves as the central platform for delivering citizen-centric digital land administration services in Bhutan.
Online Land Transactions
- Offline Applications: Citizens can register land transactions using their Citizen Identity Card (CID) without visiting government offices.
- Live Integration: The system integrates with the national census database, eliminating manual identity verification.
- Real-time Tracking: Applicants can monitor the status of Rural and Urban land transactions online.
- SMS Notifications: Automated SMS updates provide transparency throughout the transaction process.
- Consent Management (CMM): Secure digital verification through the National Digital Identity (NDI) ensures consent from all landowners, family members, and witnesses before transactions are processed.
Plot and Land Record Management
- Lagthram Issuance: Processing and updating official land ownership certificates (Lagthram).
- Land Use Certificates (LUC): Processing applications for institutional land allocation and Land Use Certificates.
- Leasing & Mortgages: Management of state land leasing, commercial land utilization, and land mortgage records.
- Dispute Resolution: Conducting field verification and resolving boundary disputes, record discrepancies, and land encroachment cases.
Advanced Surveying & Cadastral Mapping
The Survey and Land Sector utilizes advanced geospatial technologies to ensure accurate land boundary surveys, cadastral mapping, and reliable land information management.
Modern Technical Infrastructure
- DrukRef23 Geodetic Datum: Surveying activities are based on Bhutan’s national geodetic reference framework for accurate positioning and infrastructure development.
- GNSS & CORS Network: Survey teams use Global Navigation Satellite Systems (GNSS) together with the Continuously Operating Reference Stations (CORS) network for precise real-time boundary measurements.
- Coordinated Cadastre: Land boundary information is continuously updated into a standardized Geographic Information System (GIS) for accurate cadastral mapping.
- Licensed Surveyors: All official cadastral surveys are conducted by licensed surveyors to ensure accuracy, consistency, and compliance with national standards.

- Official Land Sale Deed or Agreement
- Valid Thram Number and Plot ID
- Copies of Citizen Identity Card (CID)
- No Objection Certificate (NOC/FN1 Form), where applicable
- Financial Clearance Certificate or relevant supporting documents
